You are correct. The Roadmaster Wireless Tow Lights are weatherproof and can be used when driving through snow or rain, but they are not submersible.

It sounds like you have coupler like the Dexter Zinc-Plated Brake Actuator # T43397007K and hydraulic surge brakes on your 1998 Eagle boat trailer. This particular coupler is specific to drum brakes but there are similar units for disc brakes Item # T47457007K.
The 4-Way Wiring # HM48138 on your trailer will only control the lighting for the tail lights and running lights on the trailer.

The LED lights on the CE Smith Post-Style Guide-Ons # CE27760 do not have separate wiring for only the red portion of the LED Cap Light # CE27656A. They are normally used to act as running lights to make maneuvering the trailer easier in low light conditions as well as providing an extra marker light for other vehicles on the road to better see the boat and trailer. I called my contact at CE Smith and asked them about the Post-Style Guide-Ons with LED Lights for Boat Trailers, part # CE27760.
They told me the lights are submersible and no worries there. The posts are PVC so that is not a problem either. The L-bracket that the PVC uprights are attached to are galvanized and over time they will be affected by salt water. Rinsing them off will help delay the effects of salt water. The 5th wire on your boat trailer is most likely tied into a reverse lockout. What this does when you are backing up it doesn't allow the brakes to engage on the trailer. So without it the surge brakes on your trailer will activate when you're trying to back up your trailer. When you try to reverse the surge brake will think you are stopping causing them to activate. If you are going to purchase the Curt Hitch # 13086 for your 1985 Toyota Pickup, the hitch will be able to withstand the 2,100 pounds of your boat (along with the trailer as long the combined weight does not exceed 5,000 pounds or whatever the max tow weight capacity rating is for your 1985 Toyota Pickup).
